For example, if data sets 9 and 10 are assigned to the same drive, a penalty of 221 is incurred, whereas if disks 8 and 10 are assigned to the same drive, a penalty of only 35 is incurred. You can think of the penalty as the number of times two data sets are accessed at the same time. Assign the data sets to disk drives to minimize total penalties.
