Justify that this law provides the right of any person to request access to federal agency records or information not determined to be a matter of national security. These requests must be provided to them in writing and are enforceable in court should noncompliance occur.
Stress that this does not apply to state or local government agencies, private businesses, or individuals, with exception to states having their own Freedom of Information Act (FOIA).
