Locate an emergency operations plan (EOP) or comprehensive emergency management plan (CEMP) for any of the 50 U.S. states, Except Indiana. Within your chosen plan, identify and briefly discuss the four phases of emergency (Mitigation, Preparedness, Response, Recovery).

In addition, critique the plan based on your observations and understanding of the phases (e.g., what is good about the plan and what needs improvements).
