Case-

Offense(s): Commercial Burglary; Theft

Victim(s): McDonald's #4 of Metropolis

Date: 10/18/2020

On 10/18/2020 at approximately 0435 hours I (Officer T.J. Woods, MPD #129) responded to 2103 N. Front St., McDonald's #4 of Metropolis, to investigate a burglary/theft. Upon arrival, I made contact with Manager Charles Eugene Ford (DOB: 07/22/1979). Ford told me that upon arrival at 4:00 am, he noticed the back door to the business was unlocked. He said that he contacted the night manager who had closed the store at 1:00 am earlier that morning, and she was sure that the door was locked when she left. Ford told me that shortly after he discovered the door of the store's safe standing open and, upon inspection noticed the electronic screen on the front, which displays the passcode input, was shattered and that the five cash drawers and two bank deposit bags (containing approximately $10,500 in currency total) were missing. Ford showed me the safe and I observed no other damage than the aforementioned shattered display screen.

Ford explained that each of the assistant managers has a unique assigned passcode which opens the main door of the safe only, allowing access to the compartment where the cash register drawers are stored. Ford further explained that as general store managers, he and William Jon Nelson (DOB: 09/01/1976) have unique passcodes that allow them to open both the main door and the second interior door allowing access to the compartment where the deposits are stored. Ford told me had had last accessed the interior compartment the day before on October 17, 2020, and was sure the two deposit bags (green in color with a Metropolis Bank logo) were secured inside, and that he left the restaurant at 8:00 p.m.. Ford said that Nelson last worked on Friday, October 16, 2020, and had not been to the restaurant or accessed the safe since.

According to Ford neither he nor Nelson had ever disclosed their passcodes to any other employees, however, with the safe's location that his assistant managers are often nearby when they access it and one of their codes could have been compromised. Ford provided the following list of employees who have keys to the restaurant and main door safe passcodes: Ford (himself), Store Manager; Nelson, Store Manager; Vicky R. Landers, Assistant Manager; Laura L. Jones, Assistant Manager; Kristen A. Davis, Assistant Manager; Mary J. Wilson, Assistant Manager; and Angela D. James, Assistant Manager.

Ford told me that Regional Manager Samantha Stiegel was on her way and could download the safe access history. Stiegel arrived and downloaded the safe access activity log for the overnight hours of October 17 - 18, 2020. The access log indicated that Store Manager Ford's passcode was entered at 1:39 a.m. on October 18, 2020, which allowed for full access to the safe including the secondary interior compartment where the deposit bags had been stored.

Note that there are 24-hour businesses on each side of McDonalds #4, Burger King to the North, and Waffle House to the South.
