Response to closed outlets: Mandating that no retail outlet that sells CVPS products remain closed for more than $30$ days would for sure help sales.

Cons:

incentive pay: Only having your job is not enough to motivate salespeople. Only having a flat rate is not enough to motivate salespeople who need to reach their goals

Resistance from regional managers: This plan will $100\%$ face some backlash from regional managers who believe that their stores are doing just fine and why should CVPS have the right to tell stores how to run their own independent business.
