Problem Question The [fictional] Inner City Regeneration Act provides for the establishment of the Inner City Regeneration Fund, to be administered by a new body called the Authority for Regeneration of Inner Cities [ARIC]. When introducing the legislation in Parliament, the Minister for Planning and the Environment declared "Our inner cities should not merely be places which citizens visit for the purpose of shopping and entertainment, rather they need to have, at their heart, communities living within them, who can foster a sense of identity, ownership and place. This legislation seeks to deliver on the Government's commitment to regenerate our inner cities not simply as centres of commerce but as a home for citizens and their families." The Act provides that "ARIC shall not make any grant from the fund in respect of plans to erect any new building unless more than 20% of the ground space in the building is given-over for residential occupancy". The Act does not provide a definition of "residential occupancy". The Act does not provide any mechanism for appealing against ARIC's decisions. ARIC refused to make a grant to Milton Hotels for building a new hotel in the inner city of Rummidge.
