1. What exactly are research costs and what are development costs and what is the difference between the two? Should we budget separately for research projects and for development projects? Why so or not?

2. Given the large amounts that may be spent, why do you think a company should spend a minimum amount each year? Why not hold back R & D in the lean years and just invest in the good, profitable years?
