131 - 150. (20 points) A city is initiating a "drug free neighborhoods" program with the objective of identifying and shutting down "drug houses." The program has the following elements. The City will advertise the program locally by sending a notice through the U.S. mail to all of the city's residential addresses. The police will answer and electronically record resident telephone calls to a 24 hour "hot line" where residents can report, without identifying themselves, a suspected drug house. A police detective in charge of the program will then listen to the recorded telephone call and make a decision on whether it is reliable and merits further investigation. If his decision is yes, a police undercover unit will undertake surveillance of the suspected drug house. These activities may lead to further activities. A police detective after consulting with an undercover unit may decide to go before a judge to seek a search warrant. This may be followed by a search, arrests, arraignments, trials, prosecutions, convictions and imprisonments. It is hoped that the program will reduce the number of "drug houses."
