General Hospital has experienced constant growth over the past 20 years. During this period, new wings have been added to the hospital to provide a full array of health services. Currently, the hospital employs 900 people which includes doctors, nurses, and support service personnel. The hospital has been managed by its president and CEO. After all the preliminaries had been established to staff General Hospital Cardiac Surgery Unit (CSU), it was still too early to fill the slots. Both Mohan (the personnel specialist) and Rachna (hospital's nurse recruiter) realized that the nurses needed to fill these positions were specialists. These nurses would usually have had four to six years of nursing experience to qualify to work in the Intensive Care Unit (ICU), and at least three years of progressive intensive care experience. Surgical experience is desirable but not mandatory. Rachna has contemplated cross training all the nurses currently working in the ICU to handle the CSU's staffing needs, but problems are anticipated. What if the nurses do not want to work in the CSU? Should they be forced to expand their work activities? If the nurses do not want to work in the CSU, will that cause a staffing shortage in the ICU?
