Presumably, the licensing processprotects consumers (who, obviously, can make mistakes); given theinformation presented this week, aside from ensuring high qualityelevation services, why else might existing elevator operators findit in their interest to protect the licensing system? What sideeffects might the fees introduce into the elevator-operatormarket?
