The period is March 2022 (when the implications of war in energy are expected but in an unknown extent) and the aim of the government is to achieve compliance of people with any measures that will be required in the future (either increase in prices, restrictions in public or private energy use, temporary and local blackouts - whatever required). The risk needs to be communicated correctly in order to prepare people.
