The community park requires a total of 2,000 hours of maintenance work per year for such things as planting flowers, mowing grass, raking leaves, trimming bushes, etc. At a community meeting one resident named JS proposed that each of the 50 residents should be required and compelled to contribute 40 hours per year to maintaining the community park. Another resident named AS objected that this proposal would be neither efficient nor fair.
