7. Many of the homeowner's in Florida that suffered a loss as a result of Hurricane Andrew lived in homes that were not in compliance with the building code. For these homeowners, the loss was oftentimes worse than wold have been the case had the home been in compliance with the building code. Many of these homeowners were not aware of the fact that their homes were not in compliance with the building code until it was too late (i.e., they learned of this fact as a result of Hurricane Andrew). In rebuilding after Hurricane Andrew, virtually all of these homeowners elected to rebuild such that their homes would be in compliance with the building code. Additional costs were incurred as a result of the decision to rebuild these homes such that they would be in compliance with the building code.
