A Case Study on CSR on the Integration of Stakeholders in the Company's Core BusinessSad realities showed that through time, ethnic societies have been misplaced and as a detached group of people, they just become a silhouette of what they once were. This discussion highlights the fate of the indigenous peoples group. Moreover, at the grassroots level, competition for land use between indigenous people and vested business interests is a common sight. This is what this case study purports to present as it endeavored to link concepts with real life situation in integrating CSR practices in the countryside.A giant wood processing company in the island of Mindanao held a Timber License Agreement (TLA) which covered over 200,000 hectares of forest land. Coupled with the TLA issued by the Philippine government was a Presidential Warranty that ensured the peaceful use of the concession land which is within the jurisdiction of 4 provinces and 13 municipalities. The same area is the habitat of a number of indigenous group of people who are mostly slash-and-burn farmers or otherwise known as kaingeros.With so vast a concession area to protect, the company maintained forest guards. Even with these, it did not prevent the company from having the following major problems:1. In a span of three years, the company lost over P100 million worth logging equipment due to burning which was allegedly perpetrated by lawless groups in the area.2. The forest guards experienced at least 17 cases of ambushes a month while doing there patrolling activities to protect the concession area.3. Physical encroachment at its industrial tree plantation by kaingeros and unauthorized cutting of hardwood trees were recorded. In response, the company took legal action and had the head of the families of these kaingeros arrested and jailed for destroying the ITP project sites.4. Executives of the company suffered harassment and threats of bodily harm from unidentified groups even near its plant site.A host of other concerns were prevalent which prompted the company to engage the services of a consultant to look closely into these concerns and recommend possible solutions. Occasioned by this, the following were undertaken:1. Environmental scanning was conducted that covered every nuke and cranny of the concession area.2. Actual interviews were made especially with the indigenous peoples groups.3. Courtesy calls were made with the different local government officials who had jurisdiction over the affected areas.4. A close look at the reforestation programs and detailed activities of the company was conducted. 5. Other activities that would help identify the root causes of the problems as identified above.After a couple of months, the consultant submitted his findings to the top executives of the company and these are as follows:1. The problems of equipment burning, ambushes, and concerns with kaingeros were all interrelated.2. When the hands of the kaingero families were arrested and jailed, the rest of the families, especially the children have nothing to eat and thus, the mothers have no choice but to turn to the lawless and rebel groups present in the area for help. It was a case of perceived injustice.3. Given the fact that these lawless groups needed to support a local populace, they were just too willing to take the cudgel for the kaingero families and resorted to burning of a company logging equipment.With the above, the consultant concluded that the real problem to be addressed were the kaingerosand not the perpetrators of equipment burnings. These findings were taken seriously by the company stock management in the consultant was asking for his recommendations. In response, the following were recommended:1. It was a fact that the company continued to implement an aggressive reforestation program where some 2 million seedlings were caused to be planted every year. That was equivalent to planting 12 seedlings for every tree that the company cuts every year.2. The planting activities of the millions of seedlings were done by private contractors. The consultant recommended that instead of the contractors, the company should consider using the services of kaingeros and their families in the planting of the seedlings and reforestation.

3. Introduce the Modified Social Forestry approach where each of the kaingero family will be allocated 10 hectares. They will develop the 9 hectares as ITP area and use the remaining hectare to plant subsistence crops to support the food needs of their families. Each family will be paid for all their labor and progressive payments will be made until the turnover of the reforested areas. Moreover, since the company run a hospital and a school, participating families can avail of medical and educational services should their children get sick or wish to enroll. Of course, said services will be paid and deducted from the payments that company will make to the concerned kaingeros who are now participants in the program.The company saw the merits of these recommendations and approved the immediate implementation of the Modified Social Forestry program through a section devoted to this activity and the rest is history. In 18 months following the implementation of the Modified Social Forestry program, the following and ensued:1. The equipment burning was reduced dramatically and went down to zero.2. Same is true with the ambushes.3. The kaingeros regained their self-esteem and became a part of the mainstream again striking a happy balance in so far as land use competition was concerned. It was clear example of integration.4. Even lady Amazonas opted to work as a staff of the Modified Social Forestry Office and played a big role in the successful implementation of the project.5. Most of the areas developed also became buffer zones that prevented encroachment in the ITP areas.
