A decade ago Moravia, Nambia and Vienland signed and ratified a treaty for the construction and maintenance of an oil pipeline for the transportation and supply of oil ('pipeline treaty'). Nambia and Vienland adjoin Moravia's border to the north. The pipeline is vital to all three countries. For Nambia and Vienland, it is the only way that they can securely and reliably transmit their oil reserves onto oil tankers, moored on the Wellon Sea on the north-western coast of Moravia, which transport it to client countries worldwide. For Moravia, it is central to providing ready access to discounted fuel supplies for its civilian population and public utilities. Two months prior to the finalisation of the treaty, the freely elected civilian government of Nambia had been violently removed by military coup. The junta quickly suspended the operation of Nambia's constitution and parliament and sacked the judges on the constitutional court. They restored order to the streets by instituting a curfew and secured the borders. The junta indicated their support for the pipeline treaty through public statements and signing the treaty when the negotiations were finalised. Moravia made no official statement concerning the change of government in Nambia. Nonetheless, both Moravia and Vienland accepted Nambia's signing of the treaty. In July 2017, a large, destructive earthquake occurred in the border between the three countries which destroyed significant sections of the pipeline, disabling the transportation and supply of oil for at least three years. In addition, teams from Moravia and Vienland inspecting the damage have discovered that, contrary to the terms of the treaty, the pipeline on Nambia's territory had been constructed by Nambia using inferior materials. This meant that the pipeline had significantly eroded, making the entire pipeline more vulnerable to damage by earth tremors and earthquakes.
Advise Moravia in respect of Nambia's responsibility for breaches of international obligations (including possible defences by Nambia), and any reparations which may flow from such breaches.
