Question 11 options: Management must determine if there are any qualified bargaining unit members first, before considering external candidates. Management must consider both internal and external applicants at the same time, and then select the strongest candidate for the job, Management must select the bargaining unit member with the greatest seniority. There is no restriction, management is able to create the selection process they want and select whoever they believe is best for the job
