A large corporation that manufactures components for electronic products employs a full workforce of 250 people. Despite substantial profits and a significant increase in share prices over the past six years, the corporation has neglected to review its wages. The state government has advised the trade unions in Penang against staging work-to-rule actions or strikes, expressing concern that such actions might deter potential investors. On two occasions, the trade union secretary has approached management to discuss the terms in the contract of services, wages, and medical benefits. In the first collective bargaining session, the employer agreed to accommodate changes to the terms of the service contract and wages. Later, however, the employer refused to include those terms agreed upon in the previous meeting into the collective agreement. The secretary believed that any further attempts at negotiation would be futile.
