Each project needs one and only one leader. How should the project managers be assigned to minimize total completion time? 9 This is similar to the transportation problem. The difference here is that the 'supply' is the number of project leaders each individual can provide. Each person can provide 1 project leader. Each client requires 1 and only 1 project leader. You can think of the amount "shipped' as 1 project manager or 0 project managers, depending on whether or not the person works for a particular client. Use dimensional analysis as usual.
