A person who has shown competence to test and maintain backflow assemblies to the satisfaction of the Authority Having Jurisdiction. Currently in TX$,$ the Authority Having jurisdiction over Backflow preventer assembly testing is TCEQ. The competence certification$/$license required is a BPAT $($Backflow Preventer Assembly Tester$)$ license, issued by TCEQ.
