A "system" is a whole with a purpose comprised of interdependent parts, where any change in one part, however small, results in changes in the other parts, and in the whole. Understood this way, organizations are systems, though individuals are not, they can only be the "parts" to the "whole" in any given organization. This is why it is so difficult to make the transition from individual to organizational learning.
