A = Target, which promises jobs and inexpensive shopping, but will also bring traffic.

B = Casino Live!, owned by a local Native American tribe, which offers to donate 20% of all profits to the city. The proposal promises jobs, but also traffic, and is not supported by some local religious leaders.

C = Thomas Hare Park. A public sports and nature park which would create fewer jobs and require the city to borrow money, but would serve the town's youth, and protect an endangered species of water bird that lives in the area.

To decide the issue, the Mayor calls for a special election, asking each voter for their first, second and third choices on a "preference ballot". Here are the tabulated results (as published in the local paper):
