A topic that has a local focus, such as a change that needs to happen in your community. Please include three things: what the need for change is, what your planned solution is, and who the audience is (the decision-making body - the group that can approve the change you are suggesting). The explanation of your topic should provide a brief description of your topic, including the (documented) need or problem you would like to talk about, the proposed solution, and the audience who would receive your proposal.
