ABC Bank is one of the leading banks in Ravenia with its headquarters in Huffleville. The bank is one of Huffleville's major employers, with a staff of 250,000 located there. Like many other banks, ABC Bank has been suffering significant losses as a result of a severe financial crisis; although the bank has not itself been badly managed, it has been affected by the crisis in the sector as a whole. A number of banks in Ravenia have already collapsed and several others have had to lay off large numbers of staff. The managers are very worried about the situation, but are then approached by three business persons from the Republic of Playalinda, who wish to open an account with the bank and deposit $48 billion. Playalinda is known to have a high level of organised crime and in any case, the bank has a duty, under Ravenia's anti- money laundering laws, to establish the identity of any new customers and the source of their money and to refuse to open an account if they suspect that the money has a criminal origin. Failure to comply with these requirements carries heavy penalties. On the other hand, a deposit of $48 billion will provide capital that will relieve a lot of the bank's problems.

What are the interests of the different stakeholders and can their interests be reconciled?
