According to Rossi, good evaluation questions establish a criteria for program performance. As such, they must be reasonable and appropriate, and they must be answerable. That is$,$ they must be clear, observable dimensions of program performance that are relevant to the program's goals and represent domains in which the program can realistically be expected to have accomplishments.
