ACR stands for Annual Confidential Report. This process of filling ACR report initiates at the beginning of every year by 1st of January and to be completed at the maximum of 31st March after the notification circulated by SO Admin. There are different categories of ACR (Performa to be filled) according to grade structures. Where the ACR for cadre group (17 & above) are maintained at Establishment Division, and for 4-16 grades maintained at Ministry level itself. Hence when an employee in 16 grades gets promoted to 17, then Ministry sends his ACR history to Establishment Division. ACR for ex-cadre group (e.g. Director, Senior Project Manager) and contractual employees is maintained at Ministry level. ACR has to be filled by the Reporting/Authorized Official for the respective employees who had worked under him for at least 3 months. Hence an ACR for any employee could be written by more one reporting officers in a year. There are two levels of officials who fill the ACR for an employee. Reporting Officer fills Annual Confidential Report and gives his remarks about the performance of his subservient (having the qualities of a servant) and forwards Annual Confidential Report to Counter Signing Officer of subservient. Counter Signing Officer reviews the Annual Confidential Report and if he considers that a particular remark of the Reporting Officer is wrong and has to be expunged (erase or delete), he scores it out in red ink. If Counter Signing Officer dose not agrees with a remark, he gives his own remark against the relevant entry or at the end of the report. After giving his remarks Counter Signing Officer seals this report and forwards this to SO (Section Officer)-Admin. SO-Admin receives the sealed ACR from Counter Signing Officer. SO-Admin archives the Annual Confidential Report of grade 4 to 16 and contract based employees in the ACR file of that year. For grades 17 & above SO-Admin forwards the sealed Annual Confidential Report to Establishment Division.
