Problem: Write a method that will add two matrices into one. The new matrix should add the values from the same positions in each matrix (ie: position [0][0] + position[0][0]). If the matrices are different sizes, treat the missing values as 0.
Data: 2 ineteger matrices are passed in. The matrices may be empty but will not be null.
Output: Return a new matrix.
Sample Data [ 1, 2, 3 ], [0, 1] - [ 5, 2, 3 ] Sample Output [[6, 4, 6] , [0, 1]]
