The board of directors of the chamber of commerce in your city has an annual weekend retreat at a resort several miles from your city. There are golf and other entertainment, as well as meals and cocktail parties. During the day there are educational and planning sessions that involve important issues related to the city. The city provides funds to the chamber for economic development support. As city manager, you are invited to the retreat with expenses covered by the chamber. What do you do and why? SCENARIO 2 You are a police officer. For years, officers on three separate beats have met each day for a coffee break at a restaurant where the beats intersect. The officers usually have coffee and a snack. You are newly assigned to one of these beats. When you go on the coffee break and order your coffee and snack, the proprietor says that there is no charge, "I am glad to have you officers around." The other officers do not pay.
