After 1997, Hong Kong is a part of China, no longer as British colony. Although Hong Kong is using HVR, cannot apply in between Hong Kong and China. According to HVR Article X, the rules shall apply to every BL relating to the carriage of goods between ports in two different States, Hong Kong is a part of China, not a State. Therefore, HVR shall not compulsory be applied between China and Hong Kong after 1997
