After I traind my model (ANN), with 10% of dataset in testing

and a got a result like:

Training Accuracy = 0.36

Testing Accuracy = 0.37

does that means the model is bot overfitting or underfitting? and it's good?

also the percenages are under 80%, does that means my model doen't trained enough, and it's week, and not good to use it ?
