After the private investigator was unable to obtain information proving the city attorneys theory, he recommended conducting a background check on Boaters Inc. principal. It is unethical to conduct unauthorized background checks unless it is the FBI. Boaters Inc. increased the amount of documents to include \"studies and all related documents containing the word boat.\" The most prudent decision would have been for the city to provide the information being requested since it was public records. Instead Boaters Inc. led a suit against the city for failing to respond and the city spent $20,000. This being $10,000 more than the research cost proposed by the university professors. Later a suit was filed against the city and the private investigator for invasion of urivacv which sought for $1 million in ounitive damages
