Answer both Parts A and B

A. Discuss, with reference to the provisions of the relevant WTO Agreements and case law-

(i) the difference between tariff rate quotas and quantitative restrictions;

(ii) two similarities between the rules on non-agricultural subsidies and the rules governing non-agricultural safeguards.

(iii) the distinction between the use of the phrase 'conform to' in Article 3.2 of the Agreement on the Application of Sanitary and Phytosanitary Measures and the phrase 'as a basis for' in Articles 2.4 and 5.4 of the Agreement on Technical Barriers to Trade.

B. With reference to the provisions of the relevant trade agreements, advise on the following:

(i) the extent to which the rules governing cumulation are different under the CARIFORUM-European Union Economic Partnership Agreement (CEPA) and the Comprehensive and Progressive Agreement for Trans-Pacific Partnership (CPTPP)

(ii) whether Trinidad and Tobago reserved the right under the CEPA to impose market access restrictions on EU firms wishing to set up a business establishment to supply data processing services.

(iii) the consistency with Peru's services liberalization commitments under the CPTPP of a law that allows non-nationals to provide notary services cross-border.
