Base on my reading, I thought Auquilla suggested that states should take the Networks seriously, and be good partners to each other. Because many networks have been working to help the world and the states. In addition, this is because they show stronger solidarity and vitality without disappearing through the rapidly developed media of the Internet in the modern era. No longer should we look at them with the existing eyes that define them as unconditional confrontation against the state.
