Today, residents of Ideal City are generally unhappy with their current contracted police service. The newly elected mayor recently ran a campaign on replacing the externally controlled police service with one that is locally controlled and fully accountable to the people of Ideal City.

Adding to resident dissatisfaction is that several police officers have been charged with sexual harassment and criminal assault/excessive force in a number of very visible cases on social media. In addition, a number of high-profile cases, including a murder investigation and child pornography investigation, have recently been thrown out of court because of serious Charter breaches that the police could have easily avoided. Many residents feel they have no voice in terms of decidingthe police service's prioritiesand in the quality of policing received.

Accessing the police has proven problematic. The police take considerable time to arrive at complaints and then seem disinterested while at the scene. Officers are commonly quoted as saying there is little they can do. Recent press releases advise that minor thefts, stolen cars, and all cheque frauds must be reported in person at police stations, yet police stations are not always open. Case numbers will be assigned, but no investigation will occur. In the last community survey, many citizens stated they wanted improved access to the police service, including the online ability to report crime.

The residents of Ideal City perceive that the quality of life has dropped in their community. There is more graffiti on buildings, and frightening-looking people loiter in public areas and ride public transit. Transit stations have developed a reputation for being unsafe, with considerable drug-dealing taking place. Seniors, many of whom depend on public transit, are too afraid to ride. Hate crimes have also started to rise since the recent pandemic.

Ideal City has a population of 550,000 people and a current policing budget of $170 million. The average cost per police officer in the municipality is $150,000, including salary and benefits. People under 19 make up 25 percent of the population, and 23 percent are over 60. The city is experiencing significant growth of approximately 23,000 people per year, due primarily to immigration, although a significant number of people are moving into the city from adjoining municipalities. The population is diverse with a large ethnic/religious component. Crime rates have generally been decreasing, although in the past few years there seems to be greater coverage of violent crime in the media, and a number of high-profile crimes (shootings, murders, car-jackings) have been linked to gang "turf wars." A number of criminalorganizations are suspected of having infiltrated the municipal infrastructure. Some of these groups are highly visible, such as organized crime gangs. White-collar crime is seldom reported, but business analysts agree that economic losses due to white-collar offenders are outstripping costs related to property crimes and crimes of violence.

Ideal City is also experiencing significant demands on its social services. Many people have difficulty accessing available social services and are seeking alternative ways of coping with problems. The roads have become congested due to increasing urban density, and the local media are reporting numerous examples of road rage. In addition, there has been a considerable rise in the number of motor vehicle accidents including pedestrian fatalities.
