The absence of such personal ties can cause serious delays in administrative processes adding months and even years to the realization of real estate projects (Amos et al., 2015, Ram and Needham, 2016). These favorable connections can span across the administrative, legislative, and political wings of governments. In largely obfuscated processes, developers illustrate their central importance in urban development by their capacities to bend regulations and change policies on local, state, and sometimes even national levels. High profits can be attained in real estate transactions and information is key. Knowing that an area will be zoned for urban developments before it is officially announced can easily multiple an investment by a 2- or even 3- digit number (Boanada-Fuchs 2015b, see also Sud 2014). Lobbying to change the laws to their favor or influencing the regulatory environment of their own activities can reduce risk and guarantee profits (see also Weiss, 1986, Sud, 2014, Butcher, 2020), a fact that does not go unnoticed by organized criminal activities which use real estate projects in some countries to white-wash money (Schneider 2004). The multiple involvements of real estate developers are not easily detectable. More than two decades ago, Coiacetto (2000) drew attention to market forces shaping urban development: "planners do not build cities and towns. Rather, they are built by private sector interests, developers in particular." (p. 353). While the interest in critically analyzing the role of real estate developers in shaping the built environment has received more attention over the last years (Todes & Robinson 2020), the research is still in its infancy and main concepts, including a working definition of real estate developers, are missing or at least remain underdeveloped.
