You have been appointed by the U.S Department of Health and Human Services to recommend the best way to get there. With knowledge of the National Health Service (NHS) in England, National Health Insurance (NHI) of France and Canada, as well as the current US health care system, you must choose the best system to adopt for the United States from these 4 choices.
