Assumptions:

We are in the Measure Stage of Total Quality Management $($TQM$)$ implementation in Honda, with our strategy being anchored on various underlying assumptions. For one, readiness by the Honda management to commit itself to TQM guiding principles and to encourage a culture of continuous advancement. This commitment is founded on the effective adoption of TQM practices throughout the whole company. Second, we believe that there is not the slightest doubt that Honda maintains a clear and documented mission, vision, and values underlying excellence in quality and satisfaction of the clients. These key components shall provide the focus on our activities of linking TQM activities with the company objectives as a whole. We can assume that Honda has procedures and systems defined for gathering and analyzing data to establish exactly the inputs, processes, and outputs in use at the present time.

This core assumption is necessary in order to conduct meaningful benchmarking and to set baselines for improvement. Even more fundamentally, it is also assumed that the employees from all levels in the organization are keen in the process of measuring and supporting the initiatives to gather data. To understand the current processes, it is only possible to do it if cooperation is present, but a plan has to be devised to say where the processes can bectme better. Finally, based on the results of the Measure Stage, it can be said that Honda sees the value in stepping ahead to identify solutions for the quality issues and is prepared for changes.
