Average normal body temperature is 98.6 F. A child has her temperature taken at a doctor's office and it is found to be 38.3 C. Is the child running a fever?

oC = 5/9 * (oF-32) ; oF = 9/5*(oC) + 32

Any explanation would be much appreciated. :)
