Baby boomers are having a dramatic impact on the size of the Medicare program, and there are several proposals to limit the costs of the program in the future. One of the proposals is to "means test" or establish income guidelines for Medicare premiums. Under this plan, those individuals who other forms of retirement income besides Social Security will be required to pay a higher Medicare premium. Is the "mean testing" fair?
