Background Trans Mountain pipeline system Established in 1953, The Trans Mountain pipeline system (TMPL) is a 1,150-km pipeline extending between Strathcona County, AB and Burnaby, BC, with a transportation capacity of 300,000 barrels per day. TMPL is the only pipeline in North America which transports crude oil and refined products to the west cost from 1953 [1]. Trans Mountain Expansion Project The newly elected liberal government of Canada granted the approval for the Trans Mountain Expansion Project (TMEP) on 29th November 2016. This expansion project is expected to increase the capacity of the pipe system from 300,000 barrels per day to 890,000 barrels per day. The estimated capital cost is approximately $7.4* billion. Under this project, approximately 980 kilometers of new pipeline will be added while 12 new pump stations will be built. Other developments include additional storage facilities and expansion of the Westridge Marine Terminal [2]. In 2018, the Government of Canada purchased the pipeline for $4.5 billion from Kinder Morgan through the creation of the Trans Mountain Corporation (TMC), in order to "keep the project alive". TMC is a Crown corporation, a subsidiary of the Canada Development Investment Corporation (CDEV). Benefits of the project TMEP will create numerous benefits including new jobs , job-related training opportunities, and increased tax revenue for all three levels of government. The combined government revenue impact during construction and the first 20 years of expanded operations is $46.7 billion, which can be used for public services such as health care and education British Columbia receives $5.7 billion and Alberta receives $19.4 billion. An equivalent of 15,000 people will be working on the pipeline expansion while 37,000 direct and indirect jobs will be created during the operational stage [2]. Project management Kinder Morgen plans to begin construction in September 2017, and to commence operations in late 2019. Public engagement activities including engagement with communities, landowners, stakeholders and aboriginal communities have been ongoing since 2012, and will continue throughout construction and operation. Environmental management plans have been developed along the entire path and field studies will continue [2]. Challenges There is a significant resistance to TMEP from various parties. In fact, NDP and Greens are engaged in a legal battle to stop the project, under the basis that the project ignored the rights of BC First Nations. Despite the support from federal and local governments, opponents are continuing to strengthen their fight against the project in court. These challenges and other unforeseen risks would hinder the expected completion of the project.
