Barriers Constructions Ltd were contracted to build artificial reefs by October 31^st in order to break the strong currents and waves that often damage the seawall along the coastal area of Utopia City. In the second week, of September there is an earthquake just a kilometre from their worksite.  They have been advised that they will have to stop work indefinitely. The project is delayed but Utopia City still wants to charge a penalty for $200 a day over the deadline of the project.
