The candidate knows the company, and has performed at a level that makes them eligible to apply for open internal positions. The internal candidate has a solid understanding of what is expected for performance and has likely built relationships within the company to foster a team environment. The con to this may be the candidate sticks with the status quo. They may have a "we do it this way because it's the way we've always done it" mentality. Interviewing and hiring external candidates also has it pros and cons. External candidates may bring a diverse work experience and the knowledge you would gain may be very valuable.
