Before 9/11, the greatest threat of concern for those charged with emergency management seemed to be a crisis caused by natural and technological hazards. Terrorism was something that was primarily experienced by other countries. So, planning and preparing for a disaster involving terrorism was not so much of a concern, yet 911 showed terrorism had to be included in our emergency management planning.
Unlike natural disasters, terrorism can occur anytime and anywhere in the United States. Terrorism has influenced emergency and crisis management not only in the development of new governmental units but also because of the unprecedented amount of money that had to be made available to state and local governments to aid in their ability to handle issues with terrorism as well as non-terrorism disasters. This money was needed to increase the purchase of equipment and training, conduct planning and exercises, and improve the advancement of technology.
So, class, has "your" money (taxes) been spent wisely? Why or why not?
