Before the greatest threat of concern for those charged with emergency management seemed to be a crisis caused by natural and technological hazards. Terrorism was something that was primarily experienced by other countries. Unlike natural disasters, terrorism can occur anytime and anywhere in the United States. Terrorism has influenced emergency and crisis management not only in the development of new governmental units but also because of the unprecedented amount of money that had to be made available to state and local governments to aid in their ability to handle issues with terrorism as well as nonterrorism disasters.
