Begin this problem by retrieving your own individual C header your task is to create a C program that will encode or decode a message using a Caesar cipher In a Caesar cipher, one encodes by shifting each letter forward by N letters. For example, if N = 3, each letter "A" in the original message becomes "D" when encoded, "B" becomes "E", etc. To encode letters at the end of the alphabet, one "circles back" to the beginning: "x" becomes "A", "Y" becomes "B", and "Z" becomes "C". To decode a message, one simply shifts the encoded letters backward by N letters, "circling back" when necessary. The figure shows a Caesar cipher for N = 3 - the inner ring is shifted forward 3 spots relative to the outer ring
