Following are the twelve responses of managers. Respondent 1- I think the most important indicator is to bring changes in mindset of all servants. They must realize that they should serve people. Servants considers themselves as rulers of public and that is what I think the main factor, and secondly, I believe, commitment of policy makers and implementers, fairness and accountability and actions orientations against culprits. Proper targets selection and their continuous follow-up by management till their achievements and then accordingly peoples promotions and benefits should be linked and more than that non- performers must be made accountable. Respondent 2- Quick and fast decision making, Achievements of high targets, proper follow-up of actions and make people responsible for their performance Respondent3- I believe objectives and targets selection and strict follow-up Respondent4- Goals and objectives with proper follow-up by leader and managers till their achievements and accordingly staff promotions Respondent 5- Benefits should be linked and more than that non-performers must be made accountable Respondent6- High level of commitment, positive mindset, less bureaucratic approach for managing results and of course very good network based system where citizen and other stakeholders can be linked for improved services Respondent7- Commitment of policy makers and implementers, fairness and accountability and actions orientations against culprits. Continuous learning and adaptability of environmental changes Respondnet8- HP indicators are, commitment of providing quality services, quality people, accountability, transparency, fast decisions orientation, less formalities, and where operation and processes are made easy through network systems technology and through continuous learning with the same pace of market changes to earn citizen satisfaction Respondent 9- Simple processes and procedures, citizen orientation is high, have modern, equip and network based system which is also continuously improved. In our situation, boss oriented approach with high level of bureaucratic mindset cannot make it possible to be high performing POs. Respondent 10-High performance management system and continuous learning with the same pace of market changes for superior performance. I think you or the people need to decide this through our services. I can only say that many loopholes are available in our practices. Respondent 11- I think performance management system, commitment, simple procedures and making things easy for all. Respondent 12- Performance management, accountability, fairness and decisions of rewards and punishment based on the same.
