Case Study - Sponsorship -Dependent child

Lisa Black made an Application to sponsor her child. The Immigration, Refugee and Citizenship Canada (IRCC) received the Application on June 2017. At the time, the Applicant was 22 years old. The Application was refused on November 3, 2017 on fact that the Applicate does not qualify as a Dependent Child at the age of 22. The Applicant does not have a physical or mental condition. Lisa Black has come to your office on November 7, 2017, and would like to appeal. Taking into consideration the applicable authority, and the facts set out above, answer the questions noted below.

1) If you were representing Lisa Black in this matter, what would be the first step that you would take?

2) Are there any deadlines that must be complied with? Please refer to the appropriate IAD Rule to support your answer.

3) In your opinion, what would be the IRB's decision? Explain your position.
