Blank 1 is a Commonwealth funded health care scheme which provides Blank 2 or subsidised health care to the Blank 3 population. It provides free Blank 4 for public patients in Blank 5 . Medicare was originally called Blank 6 and was introduced by the Blank 7 on the Blank 8 . Following the dismissal of the Labor government, the Blank 9 announced a replacement program called Blank 10 which included a Blank 11 levy on income with an option for people to take out Blank 12 instead of paying the levy, which were amongst many other changes made. Many of the changes made to Medibank Mark II were rejected by the incoming Blank 13 which returned to the original Medibank model. The name was also changed from 'Medibank' to Blank 14 with the system as we know it now being introduced on Blank 15 . Australia's health care model is described as a Blank 16 because the government provides public insurance for basic coverage and individuals can buy Blank 17 if they wish
