Option A

1. As the Development provider has previous knowledge with the Google Cloud platform, you opt for this infrastructure provider. Option B

1. You ask a consultant to evaluate, given the functional requirements, which Cloud operator is best suited and has a lower cost than the required elasticity requirements, and in which mode: IaaS or PaaS.

2. After reviewing the SLAs of 3 proposed providers and according to the prioritization of the Consultant, you indicate to the Development provider that the infrastructure to be used is the one indicated by the consultant, because this way you will guarantee compliance with performance, reliability and availability required by the Generalitat Valencian. You then define the functional requirements that the system must have and sign a development contract for the new system with the usual development provider.

3. Option C

1. You study the requirements set by the Generalitat, and based on them you establish the conditions of the System that you need to build. You define some minimum functional requirements to meet, in addition to some SLAs, in order to open a tender in which the company to which the contract is awarded takes charge from the development, the choice of infrastructure, maintenance and evolution, in addition to guarantee the performance, reliability and availability requirements demanded by the Generalitat Valenciana, in a 3-year service exploitation contract.

2. After opening the contest, 2 companies agree on the design of the solution and the Cloud provider to use. A third company has a similar solution design, but on a different cloud provider.
