Your project to construct a Learning centre is approved.

I encourage you to continue to do research for information to support your endeavor. Try to find centres like the one you are going to build in order to get info on timelines, budgets, stakeholders etc.

The $2021$ census does give you numbers of children, and this is a good start, but you should have some studies on the state of holistic wellness in Kitchener to illustrate there is a need or opportunity.

For example, if a community has a lot of children, but their levels of holistic wellness are high, that community is not in dire need of your facility.

Kitchener may or may not be an appropriate community. You should find evidence there is a need.

However, as I said, there is enough of a project for you to proceed at this point
