XJC Institute of Virology in Bandar negligently allowed the COVID-10 Virus to escape from its research laboratory in March 2010. In light of the potential danger of the Virus to the general public, the government declared in April 2010 a state of emergency and imposed a total nationwide lockdown, although no casualties of the Virus had been reported until April. Trump Event Promotion planned to hold a rock coneert on 5 April 2010 , inviting famous bands from the UK, US and Australia. Unfortunately, the company was forced to cancel the event due to the lockdown and was required to pay expensive cancellation fees to those bands. The company then brought an action against XJC Institute to recover the losses due to the Institute's negligent act. Is XJC Institute liable for Trump Promotion's cancellation fees
