The CEO should pay the ransom demanded by the cybercriminals since the hospital has to retrieve and protect its patients' data. Retrieving the data stolen by the cybercriminals should be the top priority since it is not worth taking the risk of losing patient information to unknown persons. Paying the ransom is the only way for the hospital to regain its information and continue operations.

By using the utilitarian ethical approach, it is vital to look at what action brings the most good to the most people. Losing the data by not paying the ransom shall result in identity theft, exposure of private medical information, and a public relations disaster for the hospital. Contrastingly, paying the ransom benefits, all parties involved other than the financial department of the hospital. However, the financial impact of paying the ransom is insignificant compared to losing the medical and private data of thousands of patients. Therefore, the ethical decision in this scenario is to pay the ransom to the cybercriminals.

I would inform the media that the hospital's cybersecurity has been compromised, but the situation is under control. I would not divulge all the information to the media since it can create public frenzy, which can complicate the situation. The media has a right to know what has happened, but it is not worth risking losing control of the situation.

I would involve the hospital's lawyers in the process to help me make legal decisions that do not expose anyone to future prosecution. I would also involve cybersecurity experts to verify the scope of the attack before making any decisions. I would also involve law enforcement to try and track down the cybercriminals.
